    is there away to import old sef in to the new 2.0.28 ?

    No, sorry, it is not possible.

    But Slide Effect 1 is now available for free, you can download it from here:
    https://www.slide-effect.com/download/SlideEffect_1.12.5.exe

    Using the following key:

    fXsiRD-aFYrSm-rqT5Yq-U0LQaQ

    And it is possible to install SE1 and SE2 on the same machine without any problem.
